This briefing paper discusses the fragile political situation prevailing in Iraq, arguing that in order to break the cycle of violence and restore stability and security, the Coalition Provisional Authority (CPA) needs to implement the following urgent measures: restore public order; repair basic infrastructure and restore essential services; improve the CPA's broadcasting capabilities and public profile; reconsider the sweeping de-Baathification edict; and empower Iraqis.
