This report highlights the positive role return has had in moderating nationalist politics in some areas of Bosnia and Herzegovina. It also examines why many refugees are not yet in a position to choose freely where they will live, including the reasons of depressed economic conditions and discrimination in many municipalities. The report also analyzes the impact of recent amendments to the constitutions of Bosnia's two entities, which, if implemented, will give returnees greater opportunity to defend their interests.
