This report examines Sudan as it is on the brink of a key peace agreement to bring an end to years of conflict, looking at the talks held between the government and the rebel Sudan People's Liberation Movement/Army (SPLA) as well as the Naivasha agreement. It argues that donor governments should act to ensure that a serviceable monitoring mission is operational by the time an agreement between the two parties is signed.
